Perhaps MP1 is an unfair comparison for this point, as it is more arcadey in the shooting department, however in that game I looked forward and enjoyed the shootouts. There could have atleast been some kind of health pack feature where you can heal yourself whilst in a shootout like MP1. With limited health stations it's pretty much guaranteed that you'll die atleast once per shootout with a group of enemies, surviving a shootout first-try for me was always the exception, not the norm. Because of the camera placement, you might think you're fully hidden crouched behind an object but often times enemies are still able to shoot you. You might think you've killed all enemies in a section only for a guy to run up to you and one-shot you with a sawn-off. You might clear out an area full of enemies only to be insta-killed by a guy crouched in a corner and have to do it all over again. That brings me onto the next point, the shooting is unforgiving and clunky. Having to replay significant portions of levels dozens (Yes dozens) of times because of minor screw ups is commonplace. With Mafia, you have no manual saving so you are totally at the mercy of where the developers decided to place their autosave locations. Did you just clear a difficult area and are not sure if you will survive the next room? No worries, just save the game and that way you won't lose any progress. MP1 was great because you could quicksave anywhere. Seriously? I have this as point number one because this is what I consider to be one of the biggest issues with the game, and it relates directly to the shootouts. You may argue that some of these points are unreasonable due to this game's age, so i'll be comparing it mostly to the first Max Payne, which came out the previous year. but there are a number of things which seriously bring this game down. The story is great, the world is immersive, the cars and the music are fantastic and really make you feel like you're in 1930s America. This is probably one of the few singleplayer games that I've been genuinely frustrated with, mostly because I really want to enjoy this game, but for me that's an impossibility.
